1. Editorial


Dear VE-Forum User,
We hope that you found VE-Forum an interesting and useful, and maybe also inspiring place for the field of networks and virtual organizations during the last year. We have been thrilled by the momentum VE-Forum gained since its launch some 20 months ago, and especially throughout 2005. And we can promise that there is more to come during the next year: more people, projects and initiatives have decided to make use of VE-Forum as their place to network, exchange and collaborate – and you are certainly invited to join in.
The end of the year is a good opportunity to highlight some of the events of the last year, which might also give you some inspiration of how you can contribute to or make use of the opportunities of VE-Forum:
  • More than 2500 members have joined the community, which includes around 250 members from the US and more than 500 from outside the EU and US. More than 2000 different people visit VE-Forum every week, who download some 2300 documents: VE-Forum is developing into a really active platform.
  • 12 SIG are now in operation, including the brand new ones launched this autumn:
    If you are curious about the performance of organisations and individuals in the information age, the E-Productivity Interest Group, lead by Dr. Pascal Sieber - CEO of the Swiss Productivity Institute - is especially concerned about the productivity of information workers. Be prepared to read the new installements from this group early next year.
    Furthermore, the Strategy Garden is the latest addition to the VE-Forum's SIG roster. Based on the outcomes of a 3-year research project led by Fraunhofer IAO, the Strategy Garden offers a freely available toolbox for strategic decision-making in small and medium-sized organisations (SMEs). Be a gardener, too, feel free to download the tools and contribute to the extension of the toolset.
  • 14 research projects have decided to use the VE Forum platform for engaging with the community and/or internal collaboration, including 3 in preparation, and more in the discussion phase. This is an important feature and added value to provide synergies and visibility to projects - do not hesitate to contact us for any need you may have with your new projects coming…
  • Some 25 news and events are published every week, you can use the self-service facilities to post your own items anytime if they are relevant to the VE field.
  • The ICE Conference is now hosted on our platform since 2004, which includes the public pages with online registration and paper submission, an internal workspace including on line paper reviewing administration, and last but not least the free online availability of all papers presented since ICE 2001.
  • Besides ICE, a strong cooperation has been established in a long term perspective with other events like: eChallenges, IST Conference, and the BLED Conference.
  • ESoCE-Net Association, a prominent non-profit organization fully engaged since many years in the domain of Concurrent Enterprise will soon have its new portal powered by the VE-Forum Platform.
  • ERA activities initiated by the European Commission are since last spring also strongly supported by the VE Forum platform: see our section “The European Research Clusters for Enterprise Networking” which is a dedicated space devoted to the 4 clusters, and please have a look on the October newsletter.
  • The new issue of the eJOV Journal (eJOV Volume 9, 2005) has been very recently released.
  • As you surely noticed, we have now our monthly newsletter, which is for VE Forum a prominent mean to deliver fresh news to the whole community on the last RTD topics and initiatives in our domain.
  • Last but not least: VE Forum is organized and designed as an “open-science community platform”, which is devoted to the open exchange, collaboration and innovation. It is non-commercial and non-profit, but still we need in 2006 to achieve the self-sustainability. Success relies on all of us, our individual contributions in content, time, facilitation and maybe also financial contributions. VE-Forum belongs to you, feel free to post news, events, documents, articles, papers anytime, to propose and organize a new SIG, to initiate the hosting of your projects, to propose new hot topics and ideas,… feel free to contact us anytime.

2. Message from the Commission

 
This issue of the VE-Forum Newsletter marks the end of a year which, for us in the ICT for Enterprise Networking Unit of DG Information Society and Media of the European Commission was replete with satisfaction, achievements and objectives fulfilled. This year we maintained the high level of the quality of our work not only to monitor ongoing RTD contracts, but also to contribute to increasing the value of scientific and technological activities through the now well established mechanism of clustering, and expand the e-business constituency, in particular towards more SMEs and participants from New Member States and Accession Candidate Countries, by managing two big calls for proposals – IST Call 4 and IST Call 5.
Indeed, we went further: this year has been a year of achievements for linking research to policy. On one hand, the Unit has identified Radio Frequency Identification (RFID) as one typical example of the emerging ambient intelligent technologies to be discussed among European stakeholders and assessed with a view to successfully preparing their full deployment in a secure and privacy-preserving manner; a series of consultations will take place in Brussels in the first half of 2006 followed by a communication in September.

On the other hand, the crucial role of ‘digital business ecosystems’ in the development of productive SMEs powered by new technologies and in support of regional growth begins to be acknowledged; building on the preliminary results of the research carried out in FP6, a large conference on Digital Business Ecosystems is planned for September 2006 in Finland, and a communication will be prepared in 2007.

What I would like to stress is that little of that would have happened without the strong commitment, the skill and the devotion of those men and women who work in the RTD projects. I want to thank each and all of them. The successful partnership between my Unit and the projects marks the beginning of a bold new effort to solve one of e-business most troubling problems – the fragmentation of research and innovation efforts in Europe and the resulting loss of productivity and competitiveness of European firms compared to their competitors in the US, Japan and the emerging Asian countries.

Looking ahead to FP7, it’s the kind of partnership – and the collaborative spirit – that we need to keep Europe in the forefront in the convergence of information technology, biotechnology, nanotechnology, and neural technologies – yes, this “info-bio-nano-cogno” convergence will trigger off a “revolution" of technological breakthroughs, innovations, new markets, and applications in the 21st century. For many branches it will be of existential significance to master the disruptive technologies coming out of this confluence. The competitive ability of countries, regions and firms in the next 10-20 years will be influenced dramatically by the ability to realise the formidable potential offered by this new technological revolution. As we are preparing the content of the ICT theme in FP7, it becomes every day more clear to us that we will have to go far beyond the traditional research work on e-business and instead invest in the future by focusing on ambient intelligence and digital ecosystems.

To finish, let me say how proud I am of all of you for pulling the future together. And I commend my heads of cluster for recognising the high quality of the work you do and for doing their utmost in supporting you. So congratulations to all of you. Hopefully, you’ll be a model for Europe in dealing more effectively with the seemingly intractable issues of e-business in the knowledge-based economy, and I look forward very much to the results to come.
