1. Introduction

Dear VE-Forum user,

Addressing Virtual or Networked Organisations cannot be envisaged through ICT aspects only, but also  other perspectives like the human and legal one are needed. This is why our Newsletter is devoted this time to legal issues by introducing to you the LEGAL-IST project.

Moreover, you will have several opportunities in the coming weeks to further share and debate on this, whereas May and June is a prominent period for our community in terms of events, workshops, conferences, in particular some of them organised by the LEGAL-IST consortium.

You are therefore warmly invited to have a look on the list of events presented below, these are the perfect opportunity to meet in real the members of your community and foster your networking. Don’t miss it!

Last but not least, as promised in our last newsletter, we report on the results of the on-line survey, meaning both an encouraging message and a nice challenge for the future of VE Forum.

2. LEGAL-IST

The LEGAL-IST project is addressing the gaps between the business world and regulatory frameworks – and facilitating the achievement of overall IST research objectives – by providing legal support to on-going research initiatives in the IST domain.  The LEGAL-IST consortium comprises partners from Italy, United Kingdom, Greece, France, Spain, Austria, Norway, Germany, Finland and Belgium.

 

 Available Results

The main results of the LEGAL-IST project are:

-               A State-of-the-Art survey on the research undertaken in the IST Framework Programmes (V and VI).  The report can support the European Commission, Policy Makers and Researchers by consolidating and presenting the results of legal research in a harmonised manner;

-               Nine studies on selected legal issues relevant to IST areas of investigation. The reports are/will be available to researchers, practitioners and lawyers in order to support their own activities; and

-               A Roadmap for the provision of harmonised legal support for the advancement of the Information Society, including a vision for an enhanced IST friendly framework, essential development issues, and an implementation plan.

Legal services from LEGAL-IST

The LEGAL-IST interdisciplinary team can provide concrete, on-the-job support to its customers, covering many of the EU jurisdictions (as the legal partners come from different European countries). This ensures that the outcomes and recommendations of the services offered can be effectively implemented in the specific, local context of the client.

The LEGAL-IST team – based on its considerable experience – is providing the following services:

1.            Training programmes on legal issues on IST related topics. LEGAL-IST training sessions, focuses on the legal issues (opportunities and threats) related to several IST topics, including: Legal Issues in Virtual Organisations; Open Source Software; and Legal Issues in Ambient Intelligence Technologies.  Training sessions are specifically tailored to the needs of various groups (such as Business Intermediaries, Regional Development Agencies, Industrial Associations, Entrepreneurs, SME Managers and SME Networks) who are keen to raise the awareness level of their constituents with respect to the launch of IST related initiatives.

2.            Legal Support to IST related initiatives/projects to facilitate the exploitation of relevant results; The LEGAL-IST team supports IST projects and initiatives, enabling them to implement a comprehensive plan for the safe exploitation of projects’ results from a legal point view.  The LEGAL-IST project can support research projects to overcome their lack of experience/expertise in legal /organisational fields. LEGAL-IST has already supported 16 different projects in the IST domain.

 

The LEGAL-IST project also provides Legal/Business consulting services, leveraging the knowledge base developed within the consortium for a wide range projects and emerging business areas (e.g. legal/organisational consulting for SMEs’ Clusters and Virtual Professional Communities, legal support to Open Source Software development projects; and so on).

Participate in the LEGAL-IST on-line community

The LEGAL-IST project manages and develops an on-line Community, in the IST field, in order to provide up-to-date and tailored information to the different community groups interested in legal issues related to IST domain. The on-line community can support SMEs to promote and support their activities in the Information Society and researchers in IST, in order to facilitate the deployment and exploitation of IST research activities.

Through the LEGAL-IST on-line community, it is possible to access: up-to-date project documentation (studies and reviews of state-of-the-art), general dissemination material (papers, proceedings and presentations) and discussion fora (in order to give your opinion on legal issues relevant to the IST domain).

Budget is available for external experts, willing to contribute to the discussion about the most significant legal issues in the IST domain and to identify sensible ways forward for policy makers, in order to maximise the uptake of Information Society Technologies. Please ask to LEGAL-IST Project Manager for terms and conditions for accessing the budget.

1.             IS Policy Link Event (Brussels, 11th May 2006), co-organised with the European Commission (Information Society Directorate-General, ICT for Enterprise Networking) and with the ECOLEAD Project, aimed at identifying and consolidating recommendations and suggestions to Policy Makers;

2.             LEGAL-IST workshop at ICE 2006 Conference (Milan, 27th June 2006), specifically focused to provide legal support to additional IST projects and to consensus building activities on proposed conclusions and recommendations originated by the project;

3.             LEGAL-IST workshop at eChallenges 2006 Conference (Barcelona, 26th October 2006) specifically aimed at launching the legal services available from the LEGAL-IST project.

 3. Results of the on-line VE-Forum User Feedback

Some 50 members of the VE-Forum community have responded to the on-line survey giving us highly valuable feedback and suggestions to make VE-Forum even better and easier to use. We are happy that 85% of the respondents find VE-Forum highly or quite valuable which is a strong motivation to take action on the responses.
